2. Publishes public quote links (/q/<token>) the customer can review without a Shopify account
3. Customer clicks Accept → real Shopify Order created via draftOrderCreate GraphQL mutation, no Plus required
4. Pro+: drop a PO PDF into the dashboard, we extract line items, quantities, customer info, pre-fill a draft quote
